Brief reference about the State programme of education development for 2011-2020 in 2014

The State programme of education development of Kazakhstan for 2011-2020 is approved by the Decree of the President of the Republic of Kazakhstan as of December 7  2010 No 1118 (hereinafter - the State programme).

In 2014 the Balapan pre-school education programme for children for 2010-2020 was integrated into the State programme (Decree of the President of RoK dated August 12 2014 No 893).

The extent of solving problems and challenges of education addressed by the State programme

Pre-school education and training

During the implementation of the State programme (with integration of "Balapan" programme) coverage of children aged 3 to 6 with pre-school education and training increased twice (in 2009 - 40%, in 2014 - 78.6%).

In the period from 2010 to 2014 the number of kindergartens increased by 1.7 times, from 2 261 up to 3832. Positive experience of state orders in private pre-school institutions from the national budget provides active growth in the network of private kindergartens. The share of private kindergartens has increased by 3 times (in 2010 - 10%, in 2014 - 32.9%).

Secondary education

In secondary education the number of emergency schools have been decreased by 65 units (in 2010 - 201 units, in 2014 - 136 units). 

To solve the problem of small sized schools significant work has been done to create resource centers (in 2010 - 0 units, in 2014 - 120 units). A share of schools that enabled inclusive education of children has increased 2.5 times (in 2010 - 10%, in 2014 - 25,7%).

Provision of comprehensive schools with chemistry classrooms increased 3 times (in 2010 - 13,2%, in 2014 - 41,3%), biology classrooms 5 times (in 2010 - 16,3%, in 2014 - 81,5%), physics classroom 6,3% times (in 2010 - 41,7%, in 2014 - 48%), lingaphone classrooms 9,8% times (in 2010 - 46,7%, in 2014 - 56,5%). A network of sport clubs has increased in comprehensive schools. 27,3% of children pf school-age (in 2010 - 20%, in 2014 - 27%) are involved in them.

As of October 1, 2014 27 595 children of a school age are covered with qualitative and comfortable supply of 31 420 children of a school age that need qualitative and comfortable supply (in 2010 - 63%, in 2014 - 87,8%).

Technical and vocational education

In technical and vocational education interaction with employers is significantly reinforced. In 2010 absence of professional standards and qualification requirements for specialists at the labour market did not enable to prepare staff considering the market needs. To prepare staff taking into account  SPID in the period from 2012 to 2014 professional standards have been developed on 257 specialties and qualifications. In the classification of technical and vocational specialties 222 specialties and 1 347 qualifications are provided.

Thanks to introduction of the elements of dual education system, a proportion of learners provided with traineeship places on the basis of enterprises have increased. In 2014, 85,1% of students were provided with traineeship places on the basis of enterprises (230 866 people).

Material and technical resources of educational institutions are being systematically updated. When compared to 2011, the volume of financing has grown by 7 times: from 0,6 mln. KZT up to 4,2 bln. KZT (republican budget).

In 2014, the graduate of colleges amounted to 137 959 people, including learners on government contract - 73 521 people. 57 419 people out of them or 78% are employed.

Higher and postgraduate education

In 2014, 10 Kazakhstani universities were noted in the QS ranking. 2 Kazakhstani universities entered the top 400 best universities, "Top 601-650" - 2 universities, "Top 651-700" - 3 universities, "Top 701+" - 3 universities. As far back as 2010, Kazakhstan universities were not included in any of the world rankings.

One of the priorities of economic development is the integration of education, science and industry, the development of post-graduate education based on modern science and technology. In 2014, 7 universities have innovative structures for the implementation of their own research results in the production of: Al-Farabi Kazakh National university, Kazakh National research technical university named after K. Satpayev,  Kazakh National agro technical university, D. Serikbayev East Kazakhstan state university, Karaganda state technical university, West Kazakhstan agrarian-technical university named after Zhangir Khan, M. Auezov South Kazakhstan state university. There are 10 universities of innovation orientation in order to generate new knowledge and technologies on the experience of Nazarbayev University. Centers (offices) of commercialization of research results are opened in 13 universities.

Joint structural units of scientific and engineering organizations with modern equipment are created in 4 universities by means of attracting private investors.
