In the framework of the “Follow-up Review of Higher Education Policy in Kazakhstan” the OECD and the World Bank experts conducted a main review visit from November 23 to December 4, 2015.  

The review visit, lasting up to ten working days, included interviews with key stakeholders (government officials at the central and local level, rectors, teaching staff, students, researchers, representatives of civil society, business and social partners, etc.).

The review team met with representatives of the Ministry of Education and Science of Kazakhstan (MES RK), professional and non-governmental educational organizations and visited 21 selected higher education institutions (HEIs) in 6 different regions. 

During the visits to HEIs experts held interviews by dividing into focus groups on the following areas: access to higher education; quality assurance of higher education; university governance and financing; internationalization; challenges between university-business partnership; integration of education, science and innovation.

Based on their observations during the mission the review team presented the initial findings of the recent higher education development results and current challenges of the system. Department for Postgraduate Education and International Cooperation of the MES RK, Information Analytic Center, HEIs representatives participated during the presentation of the expert observations.  The review team has defined both strengths and weaknesses of Kazakhstan’s higher education system.

During the next 6 months, the expert group is expected to prepare the final report. The expert group will present the final report and recommendations on improving the higher education system during the launch event in Astana next fall of 2016.
