Innovation as a tool to improve the competitiveness of the country

On December 4, 2015 OECD experts held interviews and consultations with the heads of the Ministry of Investment and Development of the Republic of Kazakhstan (MID RK), "Kazakhstan Industry Development Institute", "National Agency for Technological Development", "National Agency for the development of local content "NADLoC", "Zerde National Infocommunication Holding" Joint Stock Companies and Autonomous Cluster Fund "Park of innovative technologies" (hereinafter - PIT).

During the meeting the following issues were reviewed:

1.    Overall discussion of the national innovation system of the Republic of Kazakhstan and the interaction of Kazakhstan development institutes;

2.    The role of MID RK in the management and implementation of innovation policy;

3.    Measures of state support of innovation activity.

Azamat Batyrkozha - the Director of the Department of Technological and Innovation Development spoke about the achievements in science and innovation policies, processes of funding for research and innovation, strategic directions and implementation of research and innovation activities, the contribution of research and innovation activities in economic development of the country.

General Director of PIT Sanzhar Kettebekov made a presentation about the activities and strategy of the fund, conducted under the 63rd step of "Plan of the nation - 100 concrete steps on implementation of five institutional reforms". PIT is an open scientific and technological platform, the aim of which is to develop high-tech industries with high added value and significant export potential. Additional financial instruments to achieve this goal are: commitments of annual funding of subsoil users of research and development (R & D) and projects of the clusters in the amount of of 1% of the Total Annual Income, private equity through venture capital financing mechanisms. The main result of the activities of Innovation cluster should be the creation of several sectors of the new economy, the increase of volumes of high-tech exports and as a result, improvement of the indications of the Republic of Kazakhstan in the international innovation and country rankings. At the end of the meeting, Sanzhar Kettebekov invited the OECD experts to attend PIT Alatau.

OECD representatives thanked the participants of the meeting for the cooperation and provision of valuable information, as well as appointed a number of meetings to conduct individual interview and scheduled a visit to PIT Alatau.
