JOINT ECONOMIC RESEARCH PROGRAM KAZAKHSTAN/WORLD BANK (JERP) «SKILLS DEVELOPMENT THROUGHOUT LIFE (2014-2015)»

According to the results of the OECD study named «OECD Skills Outlook 2013» («Skills Review - 2013») the level of literacy, numeracy and tasks development in highly technological environment defines individual income of people as well competitiveness of national economy.  That is why OECD recommends all governments to study what basic competencies of people capable to work are needed in the 21st century.

Objectives:

- improving parameters of the educational system and social policy of the government as a whole;

- modernization of the methods of education, teaching and creating equal opportunities for the qualitative education.

Expected outcomes:

- increasing of the practical orientation of higher education course plans; 

- removal of archaic or non demanded scientific and educational disciplines while strengthening of demanded and prospective directions,

- increase of the qualification and retraining of the pedagogic staff, development of the diagnostic system of teachers' professional and personal competency,

- development of the learning strategy throughout life based on TIMSS, PISA and PIAAC programmes,

- introduction of regional systems for evaluating the quality of education,

- Improvement of the National Qualification System,

- contribution to internationalization of the national education system.
