PROSPECTS OF DEVELOPMENT OF SPECIAL AND INCLUSIVE EDUCATION IN THE REPUBLIC OF KAZAKHSTAN

16 August 2017, Deputy Director and chief analyst of the Department of preschool and secondary education of the JSC "Information-analytical center" (IAC) Nogаibaeva G. A. and Zhumazhanova S.K. took part in the Republican August pedagogical meeting "Рrospects of development of special and inclusive education in the Republic of Kazakhstan" (Karaganda).                        

The Meeting was attended by over 300 participants from among the representatives of the Departments of education, curriculum offices, mass and special preschool and school educational institutions, colleges, universities, non-governmental organizations.

The moderators of the Meeting were made by Kuderinova A.M., head of the Department of special and inclusive education of the Ministry of education and science of the Republic of Kazakhstan, Aimagambetov A.K., head of Department of ed

ucation of Karaganda region, Abaevа G.A., Director of the National scientific-practical centre of correctional pedagogy (NSPC CP).

The plenary part of t

he program included 12 papers, among them the speech of M. Ibraev, Chairman of the regional coordinating Council for the development of inclusive education "Work experience of the coordination Council on development of inclusive education in Akmola region"; G. Orazaeva, head of the Department of special and social pedagogy of the Kazakh State Women's Pedagogical University "Current trends in the training of teachers in terms of improvement of special and inclusive education"; G. Isabayeva, Director of the Charitable Foundation "Zhuldyzay" "Zhuldyzay Festival is a positive experience of inter-institutional cooperation on the state, NGOs and business"; M. Sheshembekova, project coordinator of the Foundation in the field of the rights of children with special educational needs and inclusive education, "Dara" Foundation "Psycho-pedagogical support of children with special educational needs in the inclusive education"; A. Nisanov, head of the Scientific-Educational Foundation "Synergy".

Nogаibaeva G.A. presented to the plenary the presentation "international experience of monitoring of inclusive education". In her presentation, she briefly spoke about the Project Information-analytical center, in which, taking into account best international practice it is planned to develop a unified monitoring framework for inclusive education in Kazakhstan..

The Conference was organized by 5 breakout sessions. Representatives of information-analytical center took part in the section №2 "the way of the development of inclusive education in Kazakhstan" on the basis of secondary school № 27 Karaganda. Speech I. Eliseeva, head of the laboratory of special education NSPC CP and K. Daurbaeva, Director of secondary school №27 has sparked interest and discussion from participants breakout sessions. Questions were presented on the specifics of teaching children with special educational needs as part of the updated content of secondary education and criteria-based assessment system, to develop individual learning programmes for pupils with special educational needs and much more. Participants were able to share experience, receive answers to questions.

According to the results of the conference recommendations, which determine the prospects of development of special and inclusive education of the Republic of Kazakhstan.
