YERLAN SHULANOV

President of the JSC Information Analytic Center.

He
holds a masters’ degree in Business administration, graduated with honors from the
Eurasian National University with a degree in International Law.
He began his career in 2003 at the ALE "Congress of Kazakhstan Youth".
Since 2005 he also serves at Private Institution «KEGOC-Service»,«Adal
Solutions» LLP as a Legal Advisor.
From 2008 to 2009 he held a position of expert-analyst at the "Center for
Regional Development and Research" LLP and a Senior Researcher role at the
Academy of Public Administration under the President of the Republic of
Kazakhstan. He analyzed international experience, participated in the development
of a new model of public service of the Republic of Kazakhstan.
In 2010 served as a Chief Specialist at Sovereign Wealth Fund «Samruk-
Kazyna» JSC, private educational institution “Corporate University «Samruk-
Kazyna». He shared responsibility in the development of the personnel policy
concept for JSC NWF Samruk-Kazyna, and in the creation of the Corporate
University Samruk-Kazyna.
Since 2011, he served as head of the Analysis and research department of
Center for International Programs. He was leading an analytic group for the
Ministry of education and science of Kazakhstan Republic.
From 2012 to 2017, he held a position of the Vice President of JSC
Information and Analytic Center. He has experience in leading and conducting
international analytical studies in the field of education involving the World Bank,
the Organization for Economic Cooperation and Development (OECD) and other
foreign experts.
From 2017 to 2020, he served as an Executive Director of the Graduate
School of Education at Nazarbayev University.
