The importance of developing the reading literacy of kazakhstani students

Abstract. In the article, reading literacy is considered as one of the most important parameters of readiness for life in modern society. Kazakhstan's participation in international research requires, above all, the modernization of the national system of education in accordance with modern requirements to the quality of education. The participation of the Kazakh school in the upcoming first international exam international studies PIRLS will be one of the mechanisms of purposeful work on development of educational and information skills of younger students.

Modernization of the education system of Kazakhstan mainly involves ensuring high quality of educational services provided by educational organizations. The effectiveness of the educational process is directly dependent on effective a well-designed service management system results of internal and external evaluation of educational achievements of students.

The success of teaching students not only determine the national exams, but also independent from the country's international monitoring comparative research of educational achievements of students. Kazakhstan's participation in the research involves, first of all, modernization of the national system of education in accordance with modern requirements to the quality of education. In this regard, a strategically important aspect of management received international rating.

At the present time Kazakhstan already has experience of participation in international comparative studies of quality of sciencel and mathematical training of students 4 and 8th grade TIMSS - 2007, 2011, 2015, and also scientific and mathematical literacy and reading literacy of 15-year-old students of secondary education institutions in PISA – 2009, 2012, 2015.

The state program of education development of the Republic of Kazakhstan for 2011-2020 marked the participation of Kazakhstani school students in International study of the quality of reading and understanding the text of the international PIRLS - Progress in International reading literacy study.

It is more a unique study aims to determine how the country teaches children the basic skills and the culture of reading. In a global context reading literacy is viewed as one of the most important parameters of readiness for life in modern society.

Already in primary school formed one of the main conditions for the success of children in learning and information competence of pupils, as quality education is obtained in elementary school, is the Foundation for all subsequent studies. From the modern teacher is required to find and apply the forms, methods and techniques of educational activities that maximize literacy reading students.

The primary school teacher should provide the younger students the basics skills to work with the text - to know the sources of information, to be able to find the answer to your question, to properly arrange and present selected material.

The knowledge and skills to work with different information sources will help the students learn to correctly perceive the information, evaluate its quality, to understand its hidden meaning. The formation of skills related to reading literacy of students will have more success in close relationship of components of the educational process, educational activities and further education. It is important to work with the parent community on the development of a culture of family reading.

The participation of the Kazakh school in the upcoming first international exam will be one of the mechanisms of purposeful work on development of training and information skills of Junior schoolchildren, which by the end of 4th grade will contribute not only to the successful development of knowledge at the senior level of training, but also the formation of Kazakh youth reading literacy.

International monitoring study of reading literacy international studies PIRLS - Progress in International reading literacy study – the programme of the IEA (international Association for the evaluation of educational achievement).

The aim of the international study PIRLS is a comparison of the level of understanding of the text by the fourth-graders from different countries of the world, and identifying differences in learning reading literacy in national education systems.

According to the international Glossary of leading experts of this study, "reading literacy" is the ability of a person to the understanding and logical interpretation of various forms of writing are necessary to fulfill their potential in life and achieve their goals. This implements an important principle of educational policy for the good of the individual and society.

The international study PIRLS is directed to solving such problems as:

• Development of objective measurements and tools that reflect global priorities in the field of education.

• Comparative evaluation of efficiency of organization of educational process in the country.

• Identify contextual factors that influenced the outcome of the study.

• Receive research-based internationally recognized information.

• Providing research participants not only independent of the country of results, and recommendations for improving educational policy.

Object of research are the educational achievements of graduates of elementary school, because senior year accumulates all the knowledge and learning skills. By this point students need to master reading so that primary schools use different texts, both the content and format for successful continuation of education.

The study is conducted every five years and to date, conducted three cycles - 2001, 2006 and 2011. The participation of more than 50 countries in the international PIRLS due to the fact that on a professional organizational level, is of a high methodological and technical support of the study.

The versatility and reliability of the interpretation of the values of the indicators allow real-time collection and processing of the data.

The basis of reading literacy is the formation of reading skills that are necessary to complete the work with texts. This finding and playback the student the necessary information, formulation of conclusions on a specific part of the text, the interpretation of the actions of the main characters, confirmation examples from the text and original analysis of the structure of the text.

Thus, the obtained results of the studies by international PIRLS studies, conducted in various countries, widely discussed pedagogical community. Implements mechanisms to monitor the impact of the results of the success of students, reviewed the training techniques and requirements to educational achievements of younger pupils. On the basis of test tasks of the international study of reading literacy of students, teaching staff and teachers-innovators form their own national database of questions aimed not only at assessing the educational achievements of students, but also the formation, first of all, culture and reading skills, as an important factor in the educational success of youth of the country.
