colleges create conditions for regional prospective students.

"Serpin-2050": new opportunities

Today our country has a severe shortage of work force who have obtained vocational training, that is why its revival in Kazakhstan brings big hopes. The Government of the Republic of Kazakhstan has adopted and implements social project "Serpіn-2050", allowing to smooth the regional disparities at the labor market and ensure equal access of young people to vocational training.

The project is unique for several reasons. First of all, it is an opportunity for thousands of young boys and girls to obtain a quality education free of charge. Education, which will allow to master the professions demanded by employers. Finally, compulsory employment of graduates is another important point of the program.

Implementation of "Serpіn-2050" in the school year 2014-2015 started in 25 colleges of the republic for 37 VET professions. Under the public order, in the colleges of the northern regions there are already 1000 graduates studying, of which 364 people are from the South Kazakhstan region. For 2015-2016 academic year the state order is increased and amount to 1200 places. Also this year, according to the interest of employers in experts of certain professional areas, the areas of the program were expanded. Prospective students will have an opportunity to study for such interesting and high-demand professions like "Clothing and fashion design", "Construction of railways, roads and track facilities", "Exploitation of oil and gas fields", "Traffic management", "Fire Safety".

In every region of the country branches of "Serpіn - 2050" were opened, where it is possible to request the information required for prospective students. For efficient and timely resolution of issues on raising the professional and territorial mobility of young people, the Coordination Council was created.

From South to North

Colleges with extensive experience and history participate in the program. One of such education institutions is Pavlodar College of Business. Thanks to excellent material and technical base and highly skilled engineering and pedagogic staff composition, it became a participant of "Serpіn - 2050". Starting with the first year and up to the graduation, there is a purposeful training of specialists adapted to the production conditions. For example, for the profession "Information Systems" a dual system of education was introduced. Curricula and programs reserve up to 50% of time for practical training in companies. At the college there are conditions created to engage students in research, scientific and practical work through such forms of training as preparation of projects, presentations at conferences, intellectual games, debates. Students take active part in competitions and contests.

The staff of the Pavlodar College of Business prepared responsibly and with great care to meet the first students from the southern regions participating in the program. All 25 people, the owners of grants were settled in a comfortable dormitory. Rooms are equipped with new furniture and content everything necessary for comfortable living: from TV sets and bed linen to kitchen utensils. In the dormitory, daily administrative duty is established to address the pressing issues of students.

It should be noted that the social side of "Serpіn - 2050" program is elaborated rigorously. Thereby, the canteen of the college provides free meals for students 3 times a day, each student receives funds in the amount of 64,820 tenge (35 MCI) for the purchase of the winter outdoor clothing, reimbursement of travel costs both ways during the holidays is provided for students. Every month students get a scholarship in the amount of 13 407 tenge. 

Why is it necessary?

The "Serpіn-2050" project gives students from southern regions a unique opportunity to unlock their potential. One of the prerequisites for the development of the program was the development of the labor market in Kazakhstan, subject to influence of demographic and migration processes.

Currently, in Almaty, Zhambyl, Kyzylorda, Mangystau, South Kazakhstan regions there is a high birth rate, a big influx of repatriates, immigrants. There is a lack of social facilities, accomodation, schools, kindergartens. All that leads to the issue of unemployment. After the graduation, many graduates are not able to find a job.

However, in the northern regions of the country, on the other hand, there is an insufficiency of work force, the reason for which is low birth rate and external migration. Therefore, the regions will experience the shortage in labor force in the future. Against such processes, regional imbalances will intensify, first of which would be uneven settlement of people across the country. A decline in the influx of new workers into the labor market by 2021 is expected due to low birth rates in the late 90s of the last century.

To compensate the demographic failure and to replenish the work force is only possible through the effective management of migration flows. In addition, each year 22,5 thousand graduates of 11 grades of schools of Kazakhstan are not covered by education and enter the labor market without qualifications. 56% of them are graduates of the schools of southern regions. Therefore, current task is to encourage students to obtain vocational training.

In the annals of each country there are events of epochal character. For Kazakhstan, one of such events was the development of virgin lands, where the main role in the economic development was assigned to the labor man. Today, the younger generation of Kazakhstan is entrusted with a huge responsibility for the socio-economic development of the country. To do this, all necessary opportunities are created, so that after their graduation, former students will join the ranks of skilled workers. "Serpіn-2050" is a real chance for young people to obtain training and employment.
