Honored graduate of Pavlodar University and the Innovative Eurasian University majoring in Foreign Languages: Two Foreign Languages. Earned a MSc Degree in Educational Science and Technologies from Twente University, the Netherlands, as a Bolashak international scholarship holder. Holds a PhD in Education degree from Nazarbayev University.

Her career path began as a trainee lecturer at Pavlodar University. She worked at the Center for International Programs JSC. From 2011 to 2021 she worked at AEO Nazarbayev Intellectual Schools.

By the decision of the Sole Shareholder Dr. M. Tynybayeva was appointed as the President of JSC Information Analytic Center starting from February 9, 2021.

She was a research team member of several international scientific projects in education.

In 2012 graduated from Almaty University of Power Engineering and Telecommunications with a bachelor’s degree in “Radio Engineering, Electronics and Telecommunications: Multichannel Telecommunication Systems”, in 2015 received a scholarship from the President of the Republic of Kazakhstan “Bolashak” at Heriot-Watt University (Edinburgh, UK) and achieved a master’s degree in “Computer Science: Information Technology”

Participates in the implementation of international research (PISA, TALIS, PBTS, ICILS, TIMSS, PIRLS).

Member of the PISA Governin Board and General Assembly of the International Association for the Evaluation of Educational Achievement (IEA). The implementation of international researches has helped to establish close relations with the PISA Governin Board of Organization for Economic Cooperation and Development and International Association for the Evaluation of Educational Achievement.

Contributed to the development of the State Program for the Development of Education and Science for 2020-2025. Regularly participates in working groups, meetings and sessions of the Ministry of Education and Science of the Republic of Kazakhstan.

In 2000, graduated from O.A. Baikonurov Zhezkazgan University majoring in Russian Language and Literature Teaching, obtained a Bachelor Degree in Economics and Management from East Kazakhstan University in 2003, and was qualified as a Master of Public Administration (MPA) in the Academy of Public Administration under the President of the Republic of Kazakhstan in 2007.

She began her career in 2000 as the Head of the Economic Department in LLP BURA and K. Since 2012, has been working at the JSC Information Analytic Center (IAC) as the Chief Expert, Deputy Director of several departments, Director of the Department for Educational Statistics and Information Systems Support and Director of the Department for Examination of the State Program for Education Development.

She has been holding the position of Deputy President at IAC since March 2018. Contributed to the creation and development of the National Educational Database and the alingment of national statistics with international standards.

As part of her activities, she was repeatedly involved as a consultant and expert at meetings of working groups of various ministries and departments of the Republic of Kazakhstan, as well as international organizations (OECD, UNESCO, UNICEF, IEA, etc.) and an expert council. Supervises the implementation of a scientific, scientific and technical program within the framework of targeted program funding.

She has been constantly improving her qualifications as a new wave manager being a holder of C- category Project Management Certificate from the Kazakhstan Association of Project Managers (IPMA C).
