Programme for the International Assessment of Adult Competences


Nowadays it is important to understand what should a person know, which competencies obtain and whether they correspond modern life needs.  

PIAAC (Programme for the International Assessment of Adult Competences) is a unique international study of adults’ competencies.

Project is coordinated by the Organisation for Economic Co-operation and Development (OECD). The survey is carried out by the Consortium with participation of leading international organisations in the sphere of education.

PIAAC studies key competencies of adult population – men and women aged 16-65. These include working with text information and ability to make decisions based on it; ability to use, interpret and communicate mathematical information; ability to use internet, email and etc.

Competencies are studied through testing and survey. Representative sample includes five thousand citizens from different socio-economic backgrounds and regions of the country. 

Participating countries

Competencies of adults are assessed worldwide since 1995. PIAAC has already been completed in 24 countries including Australia, Canada, Finland, France, Germany, Japan, the Netherlands, Russia, South Korea, United Kingdom and USA etc.

In 2017 Kazakhstan will participate in PIAAC for the first time. To test the instruments a field test will be conducted in 2016.   

PIAAC results will allow to:

  • measure the effectiveness of the current policy in relation to development of country’s labor force;
  • develop more effective strategies for labor skills and competencies formation;
  • asses the performance of education system in the context of key competencies formation among students; 
  • create statistical and analytical basis for decision making in the sphere of education and development of labor force competencies;
  • develop and implement the mechanisms and technologies for lifelong learning;
  • create educational programs for adults, which will develop skills and competencies corresponding to the imperative of our times.

Based on results of the study the OECD will publish Comparative country report ( in 2019. National Report on «Results of the PIAAC in Kazakhstan» will be published as well.
